University Planning: Off Cycle Process

 

Question: 

  • What is the process for submitting a new project request after the annual planning process (off cycle)?

Answer: 

  • If a project sponsor has a new project request off cycle (after the annual planning process is completed and projects for the year have already been determined), a submission for a New Off-Cycle New Priorities/New Project Proposal Process will be necessary. For more detailed information see University Planning Project Proposal Process Off Cycle Diagram.

A new project requires review when it:

  • Is an urgent/critical/mandated initiative that was not anticipated during the regular annual work planning cycle

  • Has a start and end date and clearly defined scope
    • Focused on creating something new (service, process, outcome)
    • Not related to routine ongoing activities or current services provided
    • Anticipated to take more than 40 hours of work to complete 
  • Would fall within sections 1(strategic activity), 2 (master plan activity) or 3 (requires other department or division resources) of the work plan
    • Requires cross-university visibility, discussion and awareness
    • May benefit from quarterly progress reporting
    • May benefit from project management resources
